About
My name is Paul A. Philps, and I am an urban planner with over 16 years of experience in NYC government. I am a dynamic, creative, solution-oriented leader with a proven track record of excellence. I have extensive knowledge of the City’s Uniform Land Use Review Procedure (ULURP) and City Quality Environmental Review (CEQR). I also have extensive experience developing and implementing neighborhood plans, community engagement strategies and project management experience in land use planning. I have developed successful partnerships with city agencies and elected officials to implement viable community-focused solutions related to affordable housing, sanitation, transportation infrastructure, open space, food insecurity, education, and public safety.
Education
GRADUATE SCHOOL
I completed my Master of City & Regional Planning (MCRP) at Rutgers University, New Brunswick with a concentration in Community Development. I received a fellowship through the U.S. Department of Housing and Urban Development (HUD) completing internships with two Newark, NJ based non-profit organizations creating a Workforce Development Workshop for local immigrants and developing an outreach and communications strategy to improve use and access of the organization’s credit union and increase its holdings.
UNDERGRADUATE
I completed my Bachelor of Arts at the University of Michigan, Ann Arbor with a double major in Spanish and Communications. I spent my junior year abroad in Seville, Spain where I was able to immerse myself in the country’s language, food, history and rich culture.
